There are a lot of National match rifles before and after this in the SRS (Springfield research service) database. This was built with the available National Match parts from the DCM at the time. Even the rails are polished like a NM. It looks like a National Match Special, but there is no P on the stock. But there IS on the barrel. See Brophy's 1903 book. It explains this and shows a price list of the parts at that time. This is a gorgeous rifle that will shoot like a DREAM, and it can be used in Service Rifle Matches.
Built in 1938-1939
SA 8-38 barrel date. 
0.75 ME. Star gauged at muzzle. Bore and rifling are like new. Shiny and excellent.
Stock- C-stock. S over 8 in cutoff. Cap on the bottom of the pistol grip. 
Full checkered butt plate with door.
Correct Lyman 48 rear sight.
Lyman hooded front sight
Correct type 2 safety.
Bolt: N.S. on top of bolt root. 7 on the underside of the root. Correct
Cocking Piece: Correct
Cutoff: Non-serifed
