This is a Winchester rifle, model 94 AE, with a walnut stock and a 20-inch barrel. It has an adjustable rear sight with a hooded front blade sight.  This has been regestered. Never fired.  So anyways it looks to me  like somebody (skilled like a gunsmith) tried to make a commemorative rifle for the County of Kings, maybe to give away to city council members or for a city raffle.
