A sino-soviet is a first year production Chinese rifle made with surplus parts marked with an arsenal /26\ stamp. Lack of a /26\ (or any arsenal) stamp was not necessarily unusual with the SKSs hastily assembled and imported prior to the Clinton ban in the 90's.

MORE about Romanian SKS - From Kehaya/Poyer book:
The Romanian SKS shows the serial number, mfg year, and factory symbol (TULA or Izhevsk arsenal) on the left side of the receiver. Various inspection numbers stamped on bolt body and stock in finger grooves, wrist, butt, receiver, magazine, and trigger assembly.
They were produced at the Cugir factory with a 2 character alpha code followed by a digital serial # ranging from 0-6000 followed by year of mfg. serial number sequences are:
1957 - AA, DD
1958 - BC, CD, DE, EF, FE
1959 - GH, GM, GN
1960 - BA, BC, RB
The largest production years were 1958-1959
Approximately 500K were mfg in Romania between 1957 -1962, or 1956 - 1962 according to BATFE
The Romanian would be a C&R eligible gun, and is listed so in the BATFE manual.
